UN Ebola Czar Heads To West Africa
California Agrees to End Isolation for Gang Leaders in Prison

The UN's new pointman on Ebola said Tuesday he will travel to West Africa this week to shore up health services in the four countries hit by the worst-ever outbreak of the virus. British physician and public health expert David Nabarro also told reporters that he will be holding talks with the UN mission in Liberia on ways peacekeepers could help deal with the impact of the disease. Nabarro was appointed last week by UN Secretary General Ban Ki-moon to coordinate the global response to the outbreak that has left 1,229 dead in Guinea, Liberia, Nigeria and Sierra Leone.
California is lightening the sentence of imprisoned gang leaders by restricting a practice of isolation and segregation. The compromise will only put inmates that commit new crimes in prison into solitary confinement. Prior to the agreement by the state, California prisons would place gang members in solitary for their affiliations. The practice once kept hundreds of inmates within California's bloated penitentiary system in soundproofed and windowless cells.
Global stock markets staged a dramatic start to September as rising worries about China’s economic slowdown sparked fresh sell-offs in Asia, Europe and on Wall Street. After suffering their worst month in three years in August, US shares tumbled after Tuesday’s opening bell. In early trading, the Dow Jones industrial average was down 2.2% and the S&P 500 had sold off 1.9%. News that US manufacturing activity slowed in August added to pressure on share prices.
