White House Releases New Cybersecurity Guidelines
U.S. Airstrike Against Doctors Without Borders Hospital Down to 'Human Error'

The National Institute for Standards and Technology has assembled a new guide for cybersecurity, laid out in a 41-page cybersecurity framework made public by the White House earlier today. President Obama first called for the framework in the State of the Union, signing the official order earlier this month. Designed to help businesses manage the growing risk of web-based attacks, the report breaks out five different tiers of protection, according to varying risks and resources.
According to the top U.S. commander in Afghanistan, the U.S. airstrike that killed 30 people at a Doctor Without Borders hospital in northern Afghanistan last month was just a big mistake. CNN reports Gen. John Campbell said U.S. personnel mistakenly believed they were firing at combatants who were reported at a different building. An investigation determined the strike in Kunduz "was the direct result of human error compounded by systems and procedural failures." Campbell said Wednesday that U.S. forces involved in the strike did not know the target was a hospital.
Travelers on the day before Thanksgiving got started early; some may have thought leaving for the airport in the wee hours of the morning would help them avoid crowds, but they weren't alone. Lines at airports in Portland, Oregon, and San Diego, California, started before 5 a.m. And lines elsewhere, from Lexington, Kentucky, to Boston, Massachusetts, weren't much better. The U.S. State Department issued a worldwide travel alert on Monday, due to increased concern about terror threats in the wake of the Paris attacks.
A Spanish renewable energy group has collapsed into insolvency. The announcement on Wednesday came just months after US investment bank Citi led a €100m share sale to rescue the group. According to The Guardian, Abengoa shares dropped 70% in minutes after the company said it was starting insolvency proceedings, after a deal for a €350m capital injection fell through. The collapse is especially embarrassing for Citi, as it led a July share sale for the company at a price of €2.80 a share. On Wednesday Abengoa shares slumped to just €0.33. The company employs 24,000 people. It's involved in renewable electricity generation, converting biomass into biofuel, and desalination of seawater for drinking.

Prices peaked in 2012, when drivers forked over an average of $3.50 a gallon to get to their Thanksgiving dinners. According to AAA, 46.9 million people will be traveling over Thanksgiving — with 89 percent of them driving.
Plans to use the $22.6 million raised from the controversial “tampon tax” to support women’s charities in the UK were announced by Chancellor George Osborne. Delivering the Autumn Statement on Wednesday, Osborne said that the 5% tax on tampons – categorised by HMRC as “nonessential, luxury” items – will now go to women’s charities, while the UK lobbies the EU to scrap the tax entirely. Recent campaigns — including Bloody Disgrace — have called on the government to take decisive action against the tax, with mounting pressures for the EU to scrap the tax on sanitary items. A petition demanding a change in the law on sanitary items has gained in excess of 250,000 signatures. In October, the UK Treasury promised to raise the issue of the "tampon tax" with the European Commission.
