No documento, as Nações Unidas admitem ter falhado na proteção de civis nos últimos meses do conflito e fazem um apelo por uma melhor ação humanitária. Em maio de 2009, as forças do Sri Lanka conseguiram conter os rebeldes tâmeis depois de décadas de confrontos brutais. O conflito causou a morte de mais de 100 mil pessoas, de acordo com as estimativas da ONU, e ambos os lados são acusados de crimes de guerra.O relatório critica os funcionários da representação diplomática na capital Colombo, que não perceberam a prevenção das mortes de civis como sua responsabilidade.O texto ainda acusa a ONU de não tornar público o fato de que “a grande maioria” das mortes de civis foi causada por bombardeios do governo, uma informação que o Sri Lanka repetidamente negou.
