President Barack Obama and German Chancellor Angela Merkel mounted a display of trans-Atlantic unity Friday against an assertive Russia, even as sanctions imposed by Western allies seemed to be doing little to change Vladimir Putin's behavior toward Ukraine. Days after the United States and the European Union slapped Moscow with a new round of sanctions, Merkel arrived at the White House for meetings and a working lunch with Obama. The German chancellor came buoyed by a decisive re-election victory late last year but facing pressure from all sides as Europe seeks to show resolve against Russia on Ukraine without harming its own economic interests.

President Barack Obama will propose on Tuesday that the United States buy or build more icebreakers for the Coast Guard in the Arctic Ocean, citing a growing gap with Russia in a quickly changing corner of the world. As sea ice melts because of climate change, marine traffic for mining, shipping and tourism is expected to increase in the Arctic. But the United States has only two fully functioning icebreakers in its fleet and, the White House says, only one capable of heavy-duty work. By comparison, Russia has 40 in its fleet and 11 more planned or being built. The president will propose accelerating the acquisition of a replacement heavy icebreaker to 2020 from 2022, and he will propose a plan to build more. He will call on Congress to provide the money. Obama will also call for stepping up the American scientific research in the Arctic "to increase our understanding of this vital region."
Emails to the US presidential hopeful Hillary Clinton from a close confidant portrayed the British prime minister, David Cameron, as snobbish, William Hague as disingenuous and the first coalition government budget as draconian. The messages from Clinton’s unofficial adviser Sidney Blumenthal paint an unflattering picture of the Conservative politicians taking over from the Gordon Brown government in 2010. Marked as confidential, Blumenthal writes (PDF) that the popularity of the Liberal Democrats was cratering after the passage of a “draconian Cameron government” budget. Previous released emails from Blumenthal contained articles from the Guardian and other news outlets, some highlighting Cameron’s inexperience.
