Secretary of State John Kerry returned to Iraq for a second day of crisis talks. Asked in an interview with CBS News if the U.S. is willing to strike militant safe havens in Iraq and Syria, he said it would be a "complete and total act of irresponsibility for the President just to order a few strikes."
