State officials plan to apply for a multi-million dollar federal grant for mental health counseling for people affected by the mass shooting that killed 26 children and educators at Sandy Hook Elementary School in December 2012. The Connecticut Judicial Branch's Office of Victim Services will apply in the next two weeks for the $7.6 million, 18-month grant from the Department of Justice's Anti-terrorism and Emergency Assistance Program, according to Jim Morgan, the state office's program manager. Sandy Hook school was razed after the mass shooting, and a new school is being built on the same site.
