An Iraqi man accused of war crimes was arraigned Wednesday at the military commissions here for orchestrating attacks that allegedly included ordering makeshift bomb attacks that killed U.S. and allied troops in Afghanistan, firing on a medevac helicopter and destroying centuries-old statues of Buddha. Abd al-Hadi al-Iraqi, believed to be about 53, was captured in 2007 and has been held here since as "high-value detainee." He was caught attempting to return to his hometown of Mosul, Iraq. Last week, that city fell to Islamic militants.
