Dell said founder Michael Dell and private equity partner Silver Lake raised their buyout offer for the PC maker by 10 cents per share and were seeking to ease the voting requirements. Following a similar move by the European Union, Japan has filed a trade complaint against Russia over a fee it levies on car imports, the World Trade Organization said.
